Our client in the East Midlands is seeking a part-time Environmental Health Officer / Private Sector Housing Officer to start as soon as possible on an interim basis till April 2025.
Job Purpose:
- Assist in the implementation of the Housing Renewal Policy and related strategies.
- Provide advice to private sector tenants, landlords, and owner-occupiers on housing disrepair and energy efficiency issues.
- Process applications for housing grants and loans from private tenants, landlords, and owner-occupiers.
- Monitor private sector housing conditions, including assisting with enforcement actions.
- Register and monitor Houses in Multiple Occupation (HMOs) in accordance with legislation.
Main Duties and Responsibilities:
- Inspect private sector properties, respond to tenant complaints, and prepare schedules of condition and disrepair.
- Assess properties using the Housing Health and Safety Rating System (HHSRS) and Decent Homes Standard.
- Prepare enforcement notices.
- Identify empty properties and collaborate with the team to bring them back into use.
- Develop processes and procedures, including flowcharts, for managing empty properties.
- Act as the technical lead for contractors handling housing repairs, including pricing schedules of work and reviewing others’ pricing.
- Assist in monitoring and delivering housing repair contracts.
- Identify and register HMOs, prepare licenses as required, and advise tenants, landlords, and other stakeholders.
- Provide advice on private sector renewal issues, including home energy efficiency, and liaise with colleagues and external agencies to offer comprehensive advice on available services.
- Process grants and loans promptly and in compliance with financial regulations.
- Produce information to support the development and implementation of strategies related to Empty Homes, Home Energy Conservation, and Housing Renewal.
Education and Experience:
- Proficiency in the Housing Health and Safety Rating System (HHSRS).
- Experience in housing, preferably with a Local Authority, Registered Social Landlord (RSL), or relevant voluntary or private sector housing organization.
Knowledge:
- Understanding of the Private Sector Decent Homes Standard.
- Practical knowledge of Housing Renewal and enforcement procedures.
- Familiarity with grant and loan schemes related to Disabled Facilities, Home Repairs, Empty Homes, and Home Energy Conservation.
- Working knowledge of the Housing Health and Safety Rating System.
