The Role:
This role is for a 2 year fixed term, full time construction monitoring officer in the Environmental Protection Team, within the Commercial business unit of Regulatory Services.
Remuneration is Scale 11 (£47,043 - £54,135)
This is a hands on role, and you will actively implement Southwark Council’s Occupational Health and Safety Policy, and at all times have due regard for your own health and safety, and that of others while carrying out your duties.
Key duties and responsibilities of the role
You will monitor and control environmental air quality and noise impacts from construction sites, to maintain and advance Southwark’s status as leading London authority in this field.
You will complete a construction compliance training course designed specifically for this role by Centre for Low Emissions Construction, and will exercise appropriate planning and environmental protection enforcement powers.
The role includes;
To work with Environmental Protection Team, Planning, and Public Health colleagues and others to plan and deliver mitigation of environmental impacts from construction sites To investigate regulatory breaches and take enforcement action under the enforcement policies of both Planning and Regulatory Services Reviewing construction management plans Monitoring impacts of construction activity both on-site and remotely Procure and deploy pollution monitoring equipment on and around construction sites Checking compliance with Non Road Mobile Machinery regulations Support developers to implement best practice to minimise air pollution and noise Work with the Planning Enforcement team to issue statutory planning enforcement notices Monitor developer compliance with notices Contribute to mapping s 61 consents and s 60 notices in force at construction sites Support the Planning Enforcement team and the council’s Legal Team in taking legal action to require developers to remedy breaches
About You:
We are looking for a highly skilled, well experienced, competent and professional officer to monitor environmental impacts from construction sites, secure best practice from site operators, and take enforcement action.
You will have a strong background in construction site air quality, and a good understanding of air pollution, noise, and the local authority regulatory framework.
You will be well organised, and comfortable attending public meetings. You will be able to present ideas and data in a wide variety of formats to project boards, stakeholder groups, external bodies, and to senior officers and councillors.
You will be able to travel around the whole borough, and be sufficiently able bodied to deploy monitoring equipment as part of your duties. You will have skills to interpret data, and model impacts at receptor locations.
Additional Information:
Qualifications: you will have a suitable degree relevant to air quality work or equivalent qualifications and/or experience Standard hours of work are 36 hours Monday – Friday, however some evening and weekend work will be required, for which Time Off in Lieu will be given 2 years fixed term contract Benefits:
