Luton Council is looking for a dynamic and dedicated Environmental Health Officer - Noise to lead our efforts in managing and mitigating noise issues across the borough. If you have a knack for technical advice, enforcement, and love working with various stakeholders, this might just be the perfect role for you!

What You’ll Be Doing:

  • Lead the Charge on Noise Matters: You'll be our go-to expert, providing professional and technical advice on noise issues to council services and local stakeholders. You'll review and respond to planning applications and be the single point of contact for central government liaison.
  • Inspections and Investigations: Conduct complex inspections and investigations to ensure compliance with environmental protection legislation and provide support to Investigations officers on other noise related. When necessary, you’ll take enforcement action to keep our community safe and serene.
  • Policy and Strategy Implementation: You’ll play a key role in developing and delivering noise policy and strategy. You’ll also contribute to corporate-wide projects aimed at improving noise conditions across Luton.
  • Mentorship and Supervision: Share your expertise by supervising and coaching less experienced team members on noise-related matters. Your knowledge and guidance will be invaluable in shaping the future of our team.

About you

What We’re Looking For:

  • Experience: You have extensive experience with noise-related duties in a Local Authority or similar setting. You're a pro at policy and strategy development, leading complex investigations, and working in a multi-agency environment.
  • Communication Skills: You can communicate, advise, and persuade service users and businesses with clarity and authority. You're also adept at writing concise, accurate reports and delivering impactful presentations.
  • Technical Proficiency: You're comfortable using Microsoft Office products (Word, Excel, PowerPoint, Outlook) and have a deep understanding of environmental health, LAPPC, environmental protection, and noise legislation.
  • Analytical Skills: You can undertake detailed, complex investigations, identify service improvements, and evaluate and interpret relevant legislation and data. You're also skilled at compiling statistical returns and annual reports.
  • Flexibility: You're able to travel throughout the borough for site inspections and investigations daily, including transporting equipment. You can also work some evenings and weekends as required (up to 12 times per year).

Qualifications:

  • Institute of Acoustics: Diploma in Acoustics & Noise Control and Certificate of Environmental Noise Measurement, or relevant qualifications/experience.
