Qualification -

Candidates must possess either a degree in Environmental Health or an HNC in Environmental Health. Alternatively, they should demonstrate a in depth understanding and practical application of housing legislation through in-depth knowledge and experience.

The successful candidates will work in an established enforcement team who implement and enforce predominately the Housing Act 2004. Applicants should be able to demonstrate current and detailed knowledge of the Housing Act 2004 and other relevant legislation. A competent understanding of HHSRS is required, with a qualification desirable.

Relevant experience in a regulatory, enforcement, or related discipline that can contribute to the team's work is also essential. Candidates should showcase a strong understanding of building construction and a broad knowledge of the challenges faced by private sector tenants and landlords.

Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.

BPSS (Baseline Personnel Security Standard) clearance - this post is subject to BPSS checks. You will therefore be required to consent to and comply with BPSS checking requirements prior to commencing in this post. This check involves verification of identity; nationality and immigration status; employment history (past 3 years) and basic criminal record check.

The Housing Compliance and Enforcement Team are responsible for dealing with reports of housing disrepair and health and safety related matters in the private rented sector, taking enforcement action as required. Officers deal with reports of housing disrepair and health and safety matters in rented properties, taking enforcement action, when necessary, as well as undertaking the administration and enforcement of Mandatory HMO licensing and Selective licensing within the City, working on proactive projects to tackle rogue landlords, and investigating tenancy relations issues e.g., illegal evictions. The team works closely with Greater Manchester Fire and Rescue Service and undertakes proactive initiatives to tackle inadequate and dangerous housing across Manchester.

About the Candidate

You will be a driven individual, keen to deliver statutory housing interventions. The position plays an important role in ensuring that warm, safe, healthy homes are available for all private tenure residents across Manchester. Poor housing has a direct link to poor health, comfort, and mental well-being. You will work with landlords to ensure properties are brought into a good state of repair, are decent and safe for the occupants to live in, protecting public health and improving quality of life.

Some of the skills and attributes you will need are the ability to use technology to process housing interventions, conduct thorough investigations utilising digital resources and by attendance on site where necessary, and the ability to prioritise workloads and be flexible in your work approach.
