Public Protection Manager

The London Borough of Harrow is recruiting for a Public Protection Manager to Ensure that people and premises meet statutory requirements and in compliance with relevant council policies and procedures. The post holder will be responsible for making sure that people and businesses in Harrow adhere to relevant laws and council regulations. This might involve inspecting premises, investigating potential violations, and taking necessary actions to ensure compliance. The role also involves educating the public and businesses about safety regulations and working collaboratively with relevant organisations to achieve shared goals of public safety. You will oversee the Licensing and Enforcement Service, ensuring its staff adheres to procedures and fulfills the Council's legal and policy obligations. The position requires optimising the resources under your control to achieve the best possible outcomes for public safety.

In essence, this role is ideal for someone who thrives in a leadership role, possesses a strong understanding of public protection regulations, and is committed to working collaboratively to ensure a safe and healthy environment for Harrow residents and visitors.

About You

The successful candidate will have:

  • Knowledge of premise licensing including Licensing Acts, permitted activities and other associated legislation.
  • Experience of advising corporate bodies on high level complex matters with major implications for the organisation, including have the authority to commit resources and corporate actions.
  • Experience of successfully co-ordinating the work of a diverse team.
  • Experience of challenging silo attitudes to encourage effective relationship building inside the waste services and external to an organisation.
  • Experience of building collaborative relationships that engender a sense of teamwork.
  • Experience of performance-based management including challenging performance through regular meetings, achieving positive outcomes whilst maintaining effective working relationships and service delivery.
  • Experience of working closely with a variety of stakeholders and teams across an organisation and with external contractors/partners.
  • Experience of using information systems to store and retrieve data to develop schedules and programmes
  • Ability to identify service development opportunities and develop strategies and procedures to put these into practice.
  • Ability to adapt to changing demands to ensure that objectives are met, overcoming problems, and making well considered decisions.
  • Understands the complexities of political dynamics and use this to manage relationships and resolve conflict effectively.
  • Excellent verbal, written communication, presentation, and interpersonal skills.
  • Strong influencing expertise, able to work intuitively and liaise effectively with a wide range of stakeholders.
