Buckingham Futures is recruiting for a Licencing Technical Officer in West Midlands to undertake the Council’s statutory functions in relation to premises licensed under the Licensing Act 2003, Gambling Act 2005, London Local Authorities Act 1991 (Special Treatments) and others, ensuring compliance with codes of practice, guidance, and legislation.

 

 

Duties

  1. Production, attendance and presentation of reports on individual cases and changes of Policy at Licensing Committee and Licensing Sub-Committees and other external bodies as required. Evidence gathering, production of material for court and court appearances in relation to licensing matters. Prepare correspondence, statutory notices and reports required for the effective performance of duties and ensure proper and accurate recording of information whether using manual or computer systems. Investigation of reported incidents and complaints related to licensing matters within Worcestershire and further afield as necessary; including compliance with the Police and Criminal Evidence Act.  This may include overt surveillance as necessary and compliance with the Regulation of Investigatory Powers Act. Carry out monitoring of, complaints and incidents including analysis and interpretation of results, taking statements, recorded interviews under PACE, gathering evidence, preparing reports for formal action and issuing warnings for minor non-compliance. Inspection of premises and vehicles in connection with compliance, enforcement, provision of advice and promotion of Hackney Carriage and Private Hire Licensing, Licensing Act 2003, Gambling Act 2005 and other relevant licensing legislation, byelaws and conditions for all Licensing Authorities within Worcestershire. To take appropriate action in respect of that non-compliance, including (when authorised) the service of formal notice/suspensions and any other appropriate intervention. To ensure that information is recorded as required onto a computerised database and that this information is kept up to date Liaison with the Police, VOSA, internal and external agencies with a licensing role, Members, applicants, businesses and the public.  Inclusive of commissioning of contractors to undertake investigations for example veterinary practitioners as and when required.

 

Qualifications/Experience

  1. Awareness of the legislative frameworks, key issues and working practices relevant to the work of local authority licensing – including Licensing Act 2003, Gambling Act 2005 and other similar statutory licensing regimes. Awareness of appropriate codes of practice, guidance documents, industry advice and other reliable sources of information. Awareness of the principles of intelligence lead enforcement. NQF Level 3 qualification e.g. AS and A levels, NVQs Level 3, Applied A Levels, BTEC First Certificates and Diplomas, City and Guilds Advanced Craft Part 3, or NQF Level 4 Certificates of Higher Education Or evidence of the equivalent level of knowledge gained through work experience.
