Blackburn with Darwen Borough Council is a busy unitary authority in East Lancashire. Blackburn and Darwen are vibrant towns surrounded by beautiful countryside and within easy reach of Manchester, Leeds, Liverpool and Preston, the Yorkshire Dales and the Lake District.

The Council has been a unitary authority for over 20 years and has a multi-disciplinary Public Protection and Environmental Health Service which is known for its can-do attitude and problem solving approach to enforcement.

We have a rare and exciting opportunity for a highly organised and enthusiastic Principal Officer to lead our friendly and supportive Housing Standards team.

Reporting to the Service Lead, Public Protection & Environmental Health, you will lead in providing an effective and innovative housing standards enforcement service, as well as working with partners to identify and declare appropriate selective licensing area(s).

We have a high percentage of properties built pre1919 with many of them privately rented, so this role is key to ensuring that the Borough’s tenants are protected. The role covers the management of the full range of housing enforcement work, including investigations, the HMO inspection regime, and potentially managing selective licensing enforcement.

The ideal candidate will be an accomplished manager with an expert knowledge and understanding of the Housing Act 2004 and other legislation which can be used to control poor housing conditions, as well as the general legislative framework relevant to the team and its application to casework. You will also have a good understanding of house construction and components including those around energy efficiency, and have a demonstrable track record in enforcement.
