Do you have commercial environmental health experience? Would you like to work with us to help our businesses attain a higher rate of compliance?

As part of Islington’s Commercial Environmental Health Team, you will have the opportunity to contribute fully to the team’s key commitments to local residents and businesses in relation to food safety, health and safety at work, infectious disease prevention, public health work and public health complaints regarding commercial premises. Whilst your workload will be predominantly food safety you will be encouraged to act as the lead officer for a range of activities, primary authority partnerships and projects as well as contributing to our work on promoting healthy eating.

Due to the nature of the job we are only interviewing candidates who are qualified Environmental Health Officers.

Main duties of the job

You will be responsible for securing both food hygiene and food standards improvements to a varied range of food businesses in the borough through inspection, engagement and enforcement. You will also have the chance to be involved with a range of educational activities with small businesses and third sector food providers.

You will be responsible for investigating RIDDOR reports and health and safety complaints as well as undertaking a range of intelligence led health and safety inspections.

You will be responsible for investigating and resolving complaints of a public health nature, such as odour nuisance or drainage issues, associated with commercial premises.

You will be required to utilise your expert knowledge of relevant legislation to identify the most appropriate enforcement action to secure compliance with legal requirements.  You will also be required to collate and present evidence in court and maybe required to present evidence at certain types of licensing committee

As an experienced enforcement officer, you will be authorised to undertake the full range of enforcement powers, including Improvement and Prohibition Notices, simple cautions and Prosecutions.

You will manage a mixed caseload of reactive service requests, project work and proactive inspections. You will collect, use and analyse data to support interventions and maintain comprehensive records of actions and decision making.

You will need to establish good working relationships with business owners, complainants, UKHSA, FSA, HSE as well as other council officers in order to achieve the best outcomes for service users.

Detailed job description and main responsibilities

To protect public health, safety and wellbeing by securing business compliance with legal requirements in relation to food safety, health and safety at work, statutory nuisances and smoke free workplaces.

Duties and Responsibilities

  • Possess the necessary knowledge and experience to undertake the duties assigned to the post within a specialist area.
  • Hold a general knowledge of other areas of specialism within environmental health and be able to undertake those functions if required to move teams or assist other teams.
  • Carry out the inspection, sampling, examination, verification and investigation duties of an Environmental Health Officer.
  • Deal with service requests, including complaints, and take appropriate action including writing letters and reports.
  • Maintain an up to date comprehensive record on all aspects of work, including inspection records and follow up action
  • Undertake the full range of enforcement options as authorised including service of notices, simple cautions, closures, seizures and prosecutions.
  • Collect, prepare and present evidence at court hearings
  • Carry out all duties having regard to Primary Authority and Home Authority requirements
  • Carry out duties in accordance with requirements prescribed by Department for Communities and Local Government, Food Standards Agency, Health and Safety Executive, Public Health England and internal procedures.
  • Participate in the operation of the service including the development of policy and practice.
  • Participate in training initiatives for businesses and awareness raising activities with community groups.
  • Liaise with the public, council services and other bodies and participate in working groups, committees etc. as required.
  • Provide professional, expert support and advice and represent the council at meetings, working parties and inter-agency groups.
  • Manage, initiate, lead and participate in projects targeting local or national concern.
  • Act as the lead officer for specific premises, activities and projects
  • Maintain professional competency and keep up to date with environmental health legislation, codes of practice and technical requirements relevant to the post
  • Work occasionally outside normal office hours where the demands of the service require this
  • Participate in the recruitment and selection of staff.
  • Assist with training and development of staff and trainees assigned to the team.
  • Assist and deputise for the Environmental Health Manager as required.

Person specification EDUCATION and EXPERIENCE Essential criteria

  • E1 A degree or diploma in Environmental Health and hold the Environmental Health Registration Board’s Certificate of Registration
  • E2 Experience of inspecting premises for compliance with environmental health legislation either as a trainee or qualified EHO

KNOWLEDGE, SKILLS and ABILITY Essential criteria

  • E3 Possess excellent written and verbal communication skills and the ability to communicate effectively with a wide range of businesses, customers and partners
  • E4 Possess a detailed knowledge and understanding of food safety, health and safety at work and public health legislation, codes of practice and other relevant good practice guides
  • E5 Be competent at inspecting premises for compliance with food and health and safety legislation and taking appropriate action to secure compliance
  • E6 Possess the knowledge and skills to be able to investigate possible breaches of legislation, serve notices, gather evidence and prepare cases for prosecution.

KNOWLEDGE, SKILLS and ABILITY Essential criteria

  • E7 Possess the skills necessary to investigate complaints and service requests, and unsafe work premises, and to take appropriate action to secure compliance
  • E8 Ability to organise and prioritise workload to meet agreed targets and objectives
  • E9 Ability to lead projects and conduct presentations on Environmental Health issues
  • E10 Ability to work as a member of a team to achieve service objectives

KNOWLEDGE, SKILLS and ABILITY Essential criteria

  • E11 Ability to work outside normal office hours inspections, investigations and enforcement requires this
  • E12 Possess excellent IT skills
  • E13 Ability to adhere to the Council’s Dignity for All policy.
