Your new role

Southend-on-Sea City Council has a great opportunity for a Regulatory services Officer to join Regulatory services team on a full time and fixed term contract basis (until 01/12/2026).

Southend-on-Sea City Council continues to develop its reorganised regulatory services team and we have several vacancies within our private sector housing and property licensing teams. Although the roles may require work across the range of Regulatory Services’ functions, the posts will focus primarily on enforcement of standards in the private rented sector and licensing under the mandatory HMO and SCC Selective licensing schemes. You will carry out both reactive and proactive site visits, including inspections of all types of dwellings, including licensable premises in the borough.

 What you need to succeed

To be successful in this role, previous experience of leading on complex projects principally within the PSH discipline is essential for this role. You will have extensive knowledge of building construction and housing defects relating to dampness, pests and drainage as well as understanding gas and electric certification.

It is essential that you are HHSRS certified and possess wide experience in HMO compliance in a regulatory role including mandatory licensing processing and compliance enforcement. You will have proven skills including inspecting and reporting on dwellings, gathering of evidence, interviewing under caution, attendance at Tribunal and prosecution at court.  It is also essential that you have knowledge and experience in assessing and regulating statutory nuisance.
