Your new role

Southend-on-Sea City Council has a great opportunity for an Enforcement Officers (x3) to join the Regulatory Services team on a full time and permanent basis.  Although the role may require working across the range of regulatory services’ functions, the principal focus is on private sector housing regulation and enforcement of standards. The role contributes to improving the conditions in the private sector within Southend and in turn to the council's Safe and Well ambition for everybody to have a home to meet their needs. The role requires carrying out site visits and inspections either as a result of occupier requests or as part of a planned programme.  You will be expected to do inspections of licensed HMOs. You will be expected to assist in complex cases where these are led by a Regulatory Services Officer.

 What you need to succeed

To be successful in this role, you should have a working knowledge of building construction and typical housing defects including dampness, pests and drainage. Experience in HMO compliance in a regulatory role would be an advantage. Certification in assessment of dwellings using the Housing Health and Safety Rating System (HHSRS) is also important although suitable training can be offered in both areas to the right candidate.

You should be able to demonstrate skills in a regulated environment such as compliance with statutory conditions, gathering of evidence, formal interviewing and attendance at court. It will also be advantageous to demonstrate knowledge of and experience in assessing statutory nuisance although here too, training may be available in appropriate circumstances.
