About the role
An opportunity is available for an experienced Private Sector Housing Officer to join our ambitious and progressive Shared Environmental Health Partnership at Mole Valley and Tandridge District Councils.

The role is in the Residential and Environment Team and will be primarily based at the Tandridge Council Offices in Oxted. The position will offer a wide range of challenges, and opportunities to make a difference and contribute to the success of our shared service whilst further developing your own knowledge and experience.

You will be working in a beautiful part of the country, amongst the Surrey Hills AONB. Benefits also include flexible and Hybrid working, casual user car allowance, generous leave entitlement and the opportunity for further training and personal development. We also pay your CIEH membership fees.

The successful candidate will take a lead role in the delivery of the whole range of private sector housing activities with the aim of improving housing standards. You will be vastly experienced in assessing and investigating issues of disrepair, offering expert advice and taking relevant enforcement action & administering financial penalties and prosecutions, when appropriate.

You must be competent and well-practised in assessing disrepair using the HHSRS and have a thorough understanding of the links between housing and health, and be familiar with the MEES requirements.

You will have demonstrable experience of HMO licensing, be able to compile fire safety schedules and be confident in giving comprehensive advice to those responsible for residential property and HMO licence holders.

Some experience of caravan site licensing would be an advantage. This is an opportunity to contribute to the success of our shared service, and develop your own knowledge and skills whilst playing a key role in supporting the service’s primary authority partnership agreements.

Achieving all this will require proven experience in the field, enthusiasm, excellent organisation skills and a strong technical knowledge of housing enforcement. The role will involve working closely with the public, colleagues and elected members and will require excellent customer service and communication skills.

About you

  • The ideal candidate will be a qualified and experienced individual who holds either a DiplomaHNCBSc or MSc in Environmental Health, along with EHRB registration or a CIEH accredited alternative.
  • Demonstrable experience of housing inspections and the application of the HHSRS, along with a certificate of competence are essential for the role.
  • Achieving compliance through both a supportive as well as a staged approach to enforcement and experience of serving statutory notices in accordance with the 2004 Housing is required.
  • Able to demonstrate a good working knowledge of current legislation and guidance.
