An exciting opportunity has arisen for a Group Manager within Regulatory Services, this role will support the Regulatory Services Director in the day-to-day running of the service and deputise as required.   

The Group Manager will take full, day to day responsibility for a group of services and functions within Regulatory Services, comprising Trading Standards, Licensing and Food, Health Safety teams. In addition, the department is currently delivering a number of new projects and commissions to internal and external clients. The post holder will lead the teams engendering a culture of continuous improvement and optimum performance to meet present and future client needs and Service priorities and to make a major contribution to improving the environment and consumer confidence in Barnet.

The Group Manager will take full, day to day responsibility for a group of services and functions within Regulatory Services, comprising Trading Standards, Licensing and Food, Health Safety teams. What you will be doing:

  • Manage a team providing professional and technical Regulatory services to the client, its residents and users of services in one or more of the specialist functions as required
  • Keep abreast of all changes in legislation, policies, attitudes and techniques relevant to the service area and ensure that the Regulatory Services Director is informed of all relevant changes
  • Responsible for ensuring a swift and efficient service in the investigation of complaints, contraventions of legislation, appeals, licensing requirements, infectious disease, accidents, risk or other circumstances falling within the general work of the service area allocated.
  • Deal with correspondence, licenses, briefs, plans and other documents and originate reports and prepare and evaluate statistics
  • Ensure that an efficient and timely service is provided for the inspection of premises, vehicles, stalls, plant and equipment
  • Undertake the enforcement of legislation, licenses and any other powers as may be required.
  • Ensure that as and when required a service is provided in the sampling, testing and seizure of products, materials, gases or substances and the recording of noise
  • Responsible for the deployment, maintenance and safety of all plant, equipment, stores, supplies and transport within the work area
  • Ensure the appropriate use of new technology/equipment as required within the work area.
  • Responsible for the preparation and execution of publicity campaigns and educational and preventative work, as required
  • Provide evidence at legal proceedings and other quasi-judicial hearings, taking appropriate action to guarantee a correct outcome for the community in Barnet and the authority.
  • To authorise statutory action, including instructing proceedings, in accordance with delegated powers and contractual arrangements
  • Ensure that proper procedures are adhered to in respect of all matters of a controversial, complex or sensitive nature.  Refer all such matters, where appropriate, to the Regulatory Services Director
  • Liaise with and advise as appropriate, a range of internal and external organisations and clients on matters affecting the service area.  Such contacts will include: Government Departments, Public Authorities, outside organisations, companies, trade unions, press, other media, Chief Officers, other officers and members of the public.
  • Ensure that adequate arrangements exist for dealing with emergency situations and for carrying out emergency planning.  Participate in the emergency standby system as required
  • Advise the Regulatory Services Director on areas where research may be required and determine any necessary changes in procedures, systems and operational strategies.  Ensure the completion of research and surveys related to the work of the Department, guaranteeing that all such work is carried out efficiently and to timescale

What we’re looking for:

  • Significant experience and proven ability in managing teams and developing service plans, achieving demonstrable service outcomes
  • Excellent leadership, communication, negotiation and networking skills
  • Successful track record in developing collaborative working relationships with senior managers, client organisations and other key stakeholders
  • A clear and demonstrable understanding of the issues impacting upon local government and regulatory services in particular
  • A clear and demonstrable understanding of the legal process issues that affect regulatory service delivery
  • The ability to implement transformational change
  • Proven ability to manage conflicting priorities in a pressured work environment
  • Is forward thinking and innovative in shaping future service delivery
  • Successful recent management of teams delivering a high-quality service
  • Commercial awareness
  • Experience of presenting complex performance management information, including detailed analysis and recommendations for improvement
  • Strong financial management skills and experience in managing and monitoring service budgets
  • High levels of literacy and numeracy skills and proven ability to analyse complex information
