Port Health Systems and IT Officer

The Systems and IT Officer will support the Port Health Team with the maintenance and development of all IT business systems and provide a high level of technical and operational support to end users. They will also assist in development and continuous improvement of functions and processes relating to the I-Pass System and any other relevant systems that the port Health Team may use.

Principal Accountabilities / Key Tasks:

1. To support the delivery, development and integration of all modules within I-Pass, ensuring that the system functionality is used to maximum benefit.

2. Provide technical support, advice and guidance to staff in relation to I-Pass, Microsoft office applications and any other system that the Port Health may use.

3. Manage the maintenance of system security access and service level user permissions as appropriate.

4. Monitor and update planned cyclical upgrade and licence schedules to ensure optimum configuration and access to all systems is maintained.

5. Manage the monitoring and facilitate data cleansing, data validation and User Acceptance Testing (UAT).

6. To be a point of contact for end users in relation to system enquiries/issues. Act as a coach and champion the use of the system, reinforce positive habits and overcome negative workarounds.

7. Identify and escalate issues promptly to the appropriate source. Retain ownership of an issue through to closure. Maintain and monitor helpdesk logs.

8. Provide an effective interface for all user incidents or loss of service. Assist in the maintenance of the information systems risk register.

9. Lead in the organisation and updating of a systems staff training plan including inductions to I-Pass, keeping a log of training delivered, issues arising and resolution.

10. Responsible for carrying out a range of tasks including providing a high-quality analytical function and support, using a wide range of analytical tools to interrogate and interpret information.

11. To be responsible for delivery of services such as operational reporting, management reporting, KPI and performance dashboards, in addition to oneoff analysis and analytics.

12. Be responsible for encouraging and fostering the effective use of data in service delivery by working closely with colleagues to understand their data needs and offer relevant advice, guidance and support.

13. Doing deep-dive analysis of data to both test specific hypothesis and generate new business insights.

14. Review and develop an automated approach to data collection with the aim to remove any manual data collection processes that may exist.

15. Ensure full compliance with all relevant County Council policies and procedures (e.g. EU Procurement and the Council’s Financial Regulations; Data Protection Act; Freedom of Information; Equalities Act 2010; Welsh Language Standards).

16. Comply with the local authority’s Corporate Safeguarding Policy and the safeguarding duties and responsibilities, which that policy places on every employee, aligning with the core values of the Authority, which includes supporting children, adults who may be at risk and their families to keep them safe and healthy.

17. The post-holder maybe required to carry out any other responsibilities as appropriate with the nature of the post and its grade.
