Port Health Manager

To lead, manage and modernise a specialist Port Health team and to provide the level of service required by national standards and as set out in the Service Delivery Plan. This will involve meeting customer and stakeholder needs in the context of current budgetary provision.

The role of Port Health Manager is critical in driving the change required to meet the legislative requirements arising out of Britain leaving the European Union. The post will be integral to ensuring that products of animal origin coming into the port meet the required legislative standards. In particular the postholder will ensure that the team monitors all consignments, undertakes inspections and takes samples across a 24/7 operation.

Liason with the Food Standards Agency, the Animal and Plant Health Authority, Freight Operators and European Public Health bodies will be required to ensure that operations are efficient and effective. This will include legal enforcement where necessary

Principal Accountabilities / Key Tasks:

1. Leadership, motivation and management of a specialist team within the Public Protection service so that staff work to their highest potential and consistently demonstrate corporate values and standards.

2. Carry out day to day line management duties for the team.

3. Provide technical and professional advice and support for the team and individual members of staff.

4. Act as professional lead in Port Health matters and attend appropriate local, regional and national meetings to represent the authority.

5. Lead and motivate staff to work to the highest professional standards and champion a flexible approach to work area responsibilities.

6. Contribute to the development of the Team’s Service Plan and Department’s Service Delivery Plan.

7. Taking enforcement action, preparing and giving evidence in court

8. Develop a high performance culture, continuously monitoring and improving systems and processes within the team. Monitor performance against the annual service plan and ensuring national and local performance targets and deadlines are met for the team

9. Improve service delivery by the exploration and implementation of opportunities arising from working with other organisations and other services.

10. Identify and develop new income opportunities to reduce the service’s reliance on the County Council’s core funding.

11. Devise and implement effective business practices, methods and standards to encourage greater efficiency, effectiveness and performance; and lead on the development of innovative new solutions to reduce future cost pressures, support a modern regulatory service and a more customer focussed service.

12. Ensure that the service area budget and resource management reflects Corporate and Service aspirations and is used effectively to deliver a financially sustainable service provision.                                                                                                               

13. Ensure effective financial management and risk assessment exist for the team so that agreed priorities are met.

14. Provide professional advice on a specialist area of Public Protection to the Council, Executive, Scrutiny Committees, outside agencies, inquiries/hearings, other staff and the public, where required.

15. Establish and maintain strong working relationships with Councillors and other elected representatives and other managers at a local, regional and national level

16. Protect the public working with partners internal & external to manage emergencies.

17. Comply with the requirements of the Health and Safety at Work Act 1974 (and other appropriate regulations and legislation) and ensure safe practices are applied to all of the Programme’s projects and daily activities.

18. Ensure full compliance with all relevant County Council policies and procedures (e.g. EU Procurement and the Council’s Financial Regulations; Data Protection Act; Freedom of Information; Equalities Act 2010; Welsh Language Standards).

19. Comply with the local authority’s Corporate Safeguarding Policy and the safeguarding duties and responsibilities, which that policy places on every employee, aligning with the core values of the Authority, which includes supporting children, adults who may be at risk and their families to keep them safe and healthy.

20. The post-holder maybe required to carry out any other responsibilities as appropriate with the nature of the post and its grade. 21. Deputise for the Chief Public Protection Officer as required
