We have an exciting opportunity for a hardworking and focused individual to work in the Environment Department. The successful applicant will also need previous experience of Environmental Health enforcement (Noise) is desirable and have up to date professional, legal, and technical knowledge to support the operation of the Teams’ Noise & Nuisance functions.

Role Responsibilities:

The role includes but not limited to the following: 

  • To act as a statutory consultee and advisor to other Council teams including Planning, Building Control, Housing, Licensing and Highways and Engineering.
     
  • To oversee and manage the response and investigation / resolution, within published service standards / performance targets, of matters relating to construction sites regulated under S.60 and S.61 of the Control of Pollution Act 1974 and planning application consultations.
     
  • To provide expert advice to Officers within the Noise and Nuisance Service and to the Council’s Planning Department.
     
  • Oversight of the delegation and preparation of legal notices under the Environmental Protection Act 1990, Control of Pollution Act 1974 and any relevant legislation that is appropriate to secure the main purpose of the post, including any enforcement action when necessary.
     
  • To provide specialist knowledge, expertise and experience in construction engineering noise and vibration as well as acting as the Council's expert on construction noise and vibration.
     
  • To draft reports, and prepare responses to submissions prepared by outside bodies, and to assess and indicate the significant impacts on people and the wider environment.
     
  • To support the Noise and Nuisance Service both during office hours and as part of an out-of-hours 7 day a week service operation.
     
  • Monitoring and management of follow up administration and revisit actions where informal and formal action has been taken. 
     
  • Checking works in progress to ensure that the necessary works have been properly executed in accordance with good practice. 
     
  • To identify those cases where notices have not been complied with and delegate / take appropriate enforcement action.

Role Specific Qualifications:

A degree in Environmental Health or Diploma in Acoustics is essential.
