Regulatory Services Officer (x2)

Your new role

The Council have a rare opportunity for two Regulatory Services Officers to join their team in a permanent full-time role; this team offers flexible working patterns, a friendly and enthusiastic team environment, and a varied work portfolio. As a Regulatory Services Officer within the Private Sector Housing team, you will act as a source of advice and guidance in relation to regulation of the private sector housing stock in the borough. You will attend formal hearings of the Council as well as prosecution and appeal hearings before the Courts or Tribunal as required. You will lead on specific functions and operations related to Housing enforcement; however, you may also be asked to assist across the full range of Regulatory Services and related matters. The role will also require you to operate and record work carried out on departmental systems, contribute to developing and maintaining effective relationships with partners and other external bodies and support the development of a policy framework and enforcement protocols for activities within Regulatory Services.

As a Regulatory Services Officer you will lead on complex housing disrepair issues and complex cases involving houses in multiple occupation and visiting premises within the Borough as required.  This will involve a range of complex inspection and enforcement activities, which may require working evenings and weekends. As well as managing your own caseload, you will also be responsible for supervising the work of other staff members where necessary.

What you'll need to succeed

To be successful in this position, you need to have a professional qualification in Environmental Health, be a registered member of a relevant professional body and be able to evidence your CPD (Continuous Professional Development). 

A solid knowledge of Housing legislation, investigation procedures and national, regional and local policies is a must. Experience of developing and delivering services within a policy framework is also essential. The successful candidate will have previous experience in working within a private sector housing team and have the necessary relevant practical and technical knowledge and skills.  Candidates will also be considered if they are in the earlier stages of their career and are still working towards their professional qualification, with a view to becoming a fully qualified Regulatory Services Officer, but this will be considered on individual basis.

Certificate in HHSRS assessment is essential for this role.

Member of the Chartered Institute of Environmental Health (CIEH) would be advantageous.  As part of your benefits package, the council will cover the cost of professional membership subscription.

Enforcement Officer (2 posts)

£26,511 - £31,346 

Your new role

The Regulatory Services Team are also keen to appoint two experienced Enforcement Officers on a full time and permanent basis. These roles will require you to carry out inspections, visits and enquiries within relevant premises as required. This involves carrying out formal actions in relation to offences, breaches of conditions and other specific requirements including issuing enforcement notices, fixed penalty notices, issuing verbal and written warnings and institution of legal proceedings. 

You will undertake a range of ‘out of hours’ inspections and enforcement duties including evenings (which can run into the early hours of the morning).

What you'll need to succeed

To be successful in this role, you will have proven experience in dealing with houses in the private sector particularly multiple occupation (HMO) including mandatory licensing of HMOs. Knowledge of relevant regulatory services legislation and relevant enforcement procedures is essential for this role. Certification and awareness of HHSRS will be advantageous
