Blackburn with Darwen Borough Council is a busy unitary authority in east Lancashire. Blackburn and Darwen are vibrant towns surrounded by beautiful countryside and within easy reach of Manchester, Leeds, Liverpool and Preston, the Yorkshire Dales and the Lake District.
The Council has been a unitary authority for over 20 years and has a multi-disciplinary Public Protection and Environmental Health Service, which is known for its can-do attitude and problem solving approach to enforcement.
We have an exciting opportunity for a highly organised and enthusiastic Environmental Health Officer to join our friendly and supportive Housing Standards team.
As a member of the team, you will work to improve conditions in the privately rented sector - we have a high percentage of properties built pre1919 with many of them privately rented, and at present we have two selective licensing areas. The role covers the full range of housing enforcement work, including investigating service requests, carrying out routine HMO inspections, and undertaking selective licensing enforcement. Of course, during the Covid-19 pandemic, the Service has also been heavily committed to Covid-Secure enforcement and track and trace work, so this may also form part of the role from time to time.
The ideal candidate will have a detailed knowledge /understanding of the Housing Act 2004, and other legislation that can be used to control poor housing conditions and the general legislative framework relevant to the team and its application to casework. You will also be qualified in HHSRS and have a good understanding of house construction and components including those around energy efficiency.
