About this job

We are looking for exceptional individual to join our Regulatory Services as a Service Manager to lead our Private Sector Housing Team. You will be play a major part in shaping the Borough wide Licensing Scheme supporting residents living in our 16,000 private rented properties across the borough. The service is responsible for full range of private-sector housing functions including, property licensing, empty-homes, tenancy sustainment You will have management responsibility for the compliance and enforcement activities ensuring compliance inspections and our response to disrepair is kept on target. You will ensure through management responsibility that the team are taking robust legal action against those who persistently commit housing related offences that has a significant impact on the community. Your interventions will make a real difference to the lives of residents and businesses within Barking and Dagenham. The role is demanding, managing a team of up to fifteen staff including the Team Manager, Housing Enforcement and Compliance Officers, as well as Tenancy Sustainment and Empty Homes officers within the service. Key aspects of the role would be to ensure business continuity and operational management of the service through service planning. You will also be involved in service improvement and reviews as directed by the Head of Service. You will be working in collaboration with teams across the council including legal services, trading standards, licensing, environmental enforcement. You will also support in engagement with sub regional groups as will attend various meetings held by the GLA and MHCLG.

Special requirements for this post

You will be required to hold the Housing Health and Safety Risk Assessment Qualification.

About you

You should be educated to degree level and ideally be a member of the Chartered Institute of Environmental Health. You should have substantial experience in private sector housing work, excellent working knowledge of housing legislation including property licensing and private sector housing. You will have management experience of leading a private sector housing service and will be required to demonstrate that you have a track record of achieving positive outcomes in private rented sector through partnership working, consultation and collaboration with a range of stakeholders in addition to having detailed knowledge and experience of property licensing and housing enforcement. You must have excellent interpersonal and influencing skills and the ability to think creatively to find solutions to complex problems.
