Whilst the location/work-base for this role has been specified, the current Government guidance around social distancing and our evolving ways of working means that the role will require you to also work remotely (e.g. from home/other locations). About the Role
The role holder will be responsible for the effective delivery of their specialist work area (for example HMOs or Housing Conditions) including project management and will help to deliver on all PSH strategies, policies and procedures.
The post holder has a wide remit of protecting the health, safety and welfare of occupiers in rented accommodation including the most vulnerable members of society.
The role holder will be a recognised expert within Private Sector Housing. They will mentor and support less experienced members of the team and will work in a highly autonomous manner.
The role holder will have responsibility for the most complex PSH enforcement activity such as banning orders, rent repayment orders etc, along with the serving of enforcement notices, investigating offences and the issuing of civil penalties and producing prosecution bundles for successful court action.
It is expected that the role holder will work in close partnership with the Fire Service and Devon and Cornwall Police, UK Border Agency, Public Protection, Public Health etc. to deliver effective shared outputs and solutions to complex issues.
The role holder will also be involved in the delivery of PSH projects and the management of project teams.
You will hold a Degree in Environmental Health, registered with the CIEH or equivalent (depending on your qualification) and have suitable and relevant experience in carrying out Private Sector Housing interventions and work. You will be able to demonstrate ongoing commitment to self-development through training and achieving the required level of CPD each year.
You will be able to demonstrate competence in the application of HHSRS and the use of all appropriate enforcement tools. Knowledge and experience of dealing with licensing of houses in multiple occupation is also desirable.
You will have an ability to prioritise effectively and be able to work with efficiency. Attention to detail is essential. You should be committed to delivering excellent service and maintaining effective relationships with other officers, elected members and other key stakeholders/partners drawing upon good communication, negotiation and mediation skills.
You will need confidence to deal with challenging or difficult situations and to work effectively with other authorities and agencies.
Computer literacy is essential and a working knowledge of IDOX Uniform would be desirable (though training will be provided).
