Hambleton District Council is looking for three officers to work in its Environmental Health Service – an Environmental Health Officer and a Technical Officer in the Residential Team (both posts are fulltime and permanent) and an Environmental Health Officer for the Commercial Team which is a full time temporary post for 12 months.

As one of the successful candidates you will be a confident, self-motivated professional with excellent enforcement and negotiation skills.  You will have good communication and organisational skills as you will be dealing with a mixed audience of residents, businesses operators, partner agencies and other stakeholders. 

In the Residential Team you will be working within a team of officers that undertake a wide range of duties including the investigation and control of noise, pollution and statutory nuisances, inspection of permitted processes and contaminated land and private sector housing enforcement as well as consultations in relation to licensed premises and planning applications and enforcement of standards at caravan sites.  As the successful Environmental Health Officer, it is preferable that you have experience of private sector housing enforcement.  The successful Technical Officer will mainly be carrying work with the licensed caravan sites in the district and supporting the team with work as necessary.

In the Commercial Team you will be working within a team of officers that carry out food hygiene, health and safety and private water supply enforcement, infectious disease control and the licensing of premises for the purposes of animal welfare.  Officers in the Commercial Team are also carrying out much of the work related to the response to Covid-19 including enforcement of the restriction regulations and the investigation of workplace outbreaks and clusters.

The successful candidates will be required to work independently while supporting the colleagues to achieve the broader outcomes of the service; will have a full Driving License, be able to work out of hours from time to time and will be given the opportunity to undertake ongoing training and development.

In the County of North Yorkshire, Hambleton is recognised for the quality of life on offer in its picturesque market towns and major villages of Bedale, Thirsk, Great Ayton, Stokesley and Easingwold.  The main town and administrative centre is Northallerton. 

You will be based in Civic Centre, Northallerton although there will also be some home working.  When at the Civic Centre you will benefit from car free parking and the Council’s recently refurbished leisure centre is next to the offices.

Applications are invited from candidates who are qualified and experienced Environmental Health Officers and experienced Technical Officers.  However, applications will be considered from candidates who are working towards their professional status as an Environmental Health Officer (please note that you will be paid at a lower grade until professional status is reached within an agreed time period - this can be discussed further at interview) and appropriately qualified and experienced Technical Officers may be considered for the role in the Commercial Team.  Please state in your application which role you are applying to work in.

Please be aware that the Government has launched a consultation process with residents and businesses regarding how a unitary council for North Yorkshire may look.  This will consider how local council services including those provided by Hambleton District Council should be delivered in the future.
