Our client in London is seeking a Climate Change Programme Support Officer to join their team on an interim basis.

 

 

Key Responsibilities

• To support embedding the carbon-neutral scenarios within the climate emergency work across the Council and assist with developing and implementing the Climate Emergency Action Plan using an evidence based approach.

• To undertake the annual and quarterly performance monitoring of carbon reduction projects, contracts and interventions for the achievement of the borough-wide carbon neutral target. Coordinate and manage the data collection and analysis, organise meetings with key internal stakeholders and contractors and provide regular updates to senior management, councillors, strategic partners etc.

• To work with key in-house departments/teams such as Street-Lighting and Transport, Air Quality, Waste and Recycling, Corporate Property, Children Services, Housing, Procurement, Communications, Parks and Leisure, Public Health and Council’s contractors. Ensure the response on climate emergency is embedded across their work programmes and into the delivery of wider services.

•  Act as a lead officer in developing and delivering a range of in-house carbon reduction projects such as: greener working practice initiatives, improving energy efficiency within the Council owned building stock, banning single use plastic in the offices, fuel poverty schemes, greener fleet and organising eco training for Council and contractors’ drivers, water efficiency etc.

•  Manage budget and seek out to bring additional funding opportunities to support delivery of the Council’s climate emergency work. Explore frameworks and funding streams such as RE:FIT, Salix, Decarbonisation fund etc. Ensure that procurement and tendering activities adhere to the Council’s contract standing orders and governance procedures. 

• To work closely with and influence a number of services within the Council to contribute to reduction of carbon emissions, primarily targeting internal stakeholders, schools and contractors. This includes supporting the development of new Council internal policies and action plans that impact on the Climate Change agenda (e.g. single use plastic ban action plan and policy statement, green fleet strategy etc.)

 

Qualifications/ Experience

• Educated to degree in an environmental subject.

• Experience of delivery, monitoring and performance management of energy and carbon reduction projects.

• Experience of Project Management.

• Strong IT skills including experience of using Microsoft Excel, Word, Powerpoint.
