Housing Regulation Manager

Your New Role

You will be the lead in the Housing Regulation team within the Private Sector Housing service for Portsmouth City Council, delivering responsive and effective services to anyone who approaches the city council needing help regarding their home.  This includes the delivery of

  • statutory functions relating to housing standards
  • licencing of housing in multiple occupation (HMO)
  • Providing support and/or enforcement in the return of empty private properties back into use
  • Management of mobile home parks in Portsmouth and on behalf of other local authorities
  • Tenancy and landlord support

The Housing Regulation Manager is a leading professional in the delivery of the council’s enforcement and regulatory services with respect to private sector housing.  Their role is to ensure that legislation is fully understood and met, and that local policies are developed and then delivered.

The role will focus upon legislative compliance supporting the Head of Service in matters including

  • Ensuring that policy is clear, transparent and professionally communicated
  • Legal proceedings including prosecutions, civil and formal actions
  • Maintain and development of the relevant IT systems and data management systems.
  • Ensuring system thinking principles and value steps against the purpose are maintained, managed
  • Provide support for the Senior Housing Regulation Officers and other direct reports
  • Team development and training
  • Directly respond to dissatisfied customers
  • Understand and manage the budgets related to mobile homes parks, housing regulation services and any that arise from management orders for properties.
  • Ensuring that data is stored correctly and is able to be manipulated to create meaningful measures, upon which actions can be taken to improve the system.
  • provide advice, guidance and assistance to customers contacting the service ensuring regulatory compliance through education and advice.
  • take enforcement action, where required and preparing for cases which may go to tribunal or court. This will include attending court to give evidence as a professional  and reliable witness.
  • commit to the continual development of the service and personal professional development

Who is the Person?

You will be someone who:

The post holder will be required to be of Chartered Environmental Health Practitioner status.

  1. Must have experience of, and ideally training in, the supervision of professional officers.
  2. Understands and can successfully implement the enforcement process related to EDMOs and IMOs.
  3. Can successfully balance prescriptive proactive regulatory regimes with those relating to reactive responses to complaints / breaches of legislation. This includes together with gathering evidence, keeping clear and precise records to determine what actions need to be undertaken in line with non-compliance.
  4. Has a high level of knowledge and experience of housing legislation and process around enforcement, particularly in regard to private rental sector and HMOs
  5. Will have a professional qualification in Environmental Health or Housing and/or be a member of a recognised professional body to a professional standard. This will include evidence of extensive continual professional development.
  6. Has evidence of CPD, including being educated up to at least level 6 in a relevant Housing or environmental health qualification
  7. Will have demonstrable experience in working with all stakeholders with the private rental sector to achieve the right outcomes.
  8. Have a demonstrable knowledge of surveying residential property and be able to undertake a full property inspection is essential.
  9. Demonstrable knowledge and experience of the Housing Health and Safety Rating system (HHSRS) is essential.
  10. Have knowledge of relevant legislation such as the Housing Acts, Public Health Acts, Party Wall Etc. Act and Building Regulations.
  11. Be able to identify and provide advice on necessary property repairs and produce schedules of works with clear instructions on what works should be carried out.
  12. Is emotionally resilient and able to deal with the impact of being exposed to customer’s difficult circumstances. Being able to remain professionally detached and focused even if the message you deliver involves saying no in difficult circumstances.
  13. Works proactively and is able to remain motivated, working on your own initiative in coordinating multiple tasks.
  14. Is competent in the use of IT systems with a good working knowledge of Microsoft Packages (to include Word, Outlook, and Excel) and databases. Also how to understand data that is presented and how it reflects the performance of the system
  15. Is competent in the manipulation of data to create time series charts, and then be able to analyse and communicate the outputs.
  16. An understanding of Systems Thinking approach in relation to the importance of applying value steps within the purpose of the service.

Support will be given to enable the post holder to continually develop their skills and experience.  The council has a range of training opportunities.
