About Us:

Environment, Leisure and Residents’ Services

Celebrating and preserving the unique cultural and environmental character of the borough is a major focus of this department, which includes Planning and Borough Development, Transport and Highways, Libraries, Environmental Health, Community Safety and Cleaner, Greener and Cultural Services.

Kensington and Chelsea is one of London’s most vibrant and densely populated boroughs, with a multitude of beautiful buildings, museums and parks.  The planning team ensure any new building projects are undertaken with consideration to our residents, as well as our skyline.

If you are passionate about the environment, and the support services required to keep it safe, clean and green, take a look at our vacancies and join our dedicated team.

The Role:

This is an opportunity to join a thriving and agile Private Sector Housing Team, within a well-established Environmental Health department.

You will be an aspiring leader where you will have the opportunity to make a difference to residents’ lives, through dealing with complex cases, managing officers, overseeing a variety of projects and taking responsibility for policy work.

The Private Sector Housing Team aims to protect the health, safety and welfare of residents and the public, who are affected by poor housing conditions and deficient property management in the private rented sector in Kensington and Chelsea.

Operating in a supportive ‘light touch’ manner for compliant landlords, owners, agents and tenants, we provide information, advice and guidance to make it easier for landlords to understand and meet their regulatory obligations.

Our focus is on the non-compliant, via

•Providing transparent and consistent regulation within the PRS market;

•Promoting professionalism and resilience within the PRS;

•Seeking a behaviour change and pursuing legal penalties for those who flout the law;

•Making a fairer private rented sector market, by eliminating the financial gain or benefits of those who are non-compliant.

About You:

We are looking for a person with excellent communication skills. Someone who is at ease, whether it is reassuring a tenant during a difficult inspection, creating positive operational working relationships with stakeholders or formally presenting to the top levels of leadership and/or the Courts.

You should have experience of investigating and the enforcement in the private rented sector. With a good knowledge of housing, public health and nuisance law and PACE.

You should be able to provide a high level of technical advice and guidance to the team and other stakeholders.

Role Requirements:

We a looking for people with recent practical experience of inspecting housing and taking enforcement either using HHSRS and/or Property Licensing powers.

We are looking for those with a good attitude to customer service, where they have worked with challenging people and situations, to achieve a good outcome.

The ability to integrate with others easily within a predominately virtual/on-line working environment.

Experience of motivating colleagues to improve team working and/or inspiring others to deliver high standards of customer service and by leading by example.

You must have a high level of knowledge of construction techniques, understanding of remedies for housing repair, legal options for enforcement and PACE.

You must be able to develop policy and procedures to a successful conclusion, within the bounds of a corporate environment.

 We work in partnership with Hampshire County Council (HCC) who deliver many transactional services on our behalf. Although most communications will be from HCC, all selection and appointment decisions will be made by RBKC. Certain services are shared across more than one Council area to nearby neighbouring Authorities. This enhances delivery and reduces costs. Your recruitment information will advise if your remit extends beyond RBKC.

 We will primarily contact candidates by e-mail throughout the recruitment process, please monitor your email junk / spam folder as our system generated emails may be allocated to these folders by your email settings.

 We engage our staff with a variety of learning types including face-to-face and virtual learning because we want to ensure our staff understand our values and behaviours, grow their skills and develop their careers.
