SUPPORTING COMMUNITIES, IMPROVING LIVES

Eastleigh Borough Council is an ambitious and progressive council, recognised for our innovation and achievements in delivering high quality services to our customers and the community.

We are committed to making a positive difference for all of our residents, businesses and visitors to Eastleigh and we are proud to be delivering on our promise to create sustainable and healthy communities, increasing employment and wellbeing opportunities for all.

As part of our commitment to supporting communities and improving lives, we have reviewed how services are delivered, creating a new Executive Team within the organisation. Exciting opportunities have now arisen for new positions in the Council of Executive Heads to lead various council services.

About the Role

As Executive Head of Environment, you will be part of the Executive Leadership Team, responsible for a range of high-profile services, specifically Biodiversity, Sustainability, Environmental Nuisance, Environmental Licensing, Food Safety, Primary Authority, Climate Change, Sustainable Transport, Land Management and Arboriculture.

You will lead on the Council’s Environment strategic theme, ensuring it is closely aligned to the Corporate Plan. You will set clear goals, working with team managers in ensuring that services deliver on their priorities and that the best possible service is delivered to residents, businesses and visitors. With a strong emphasis on teamwork you will work directly with Cabinet Members and the Strategy team to develop strategy for the Environment areas, supported by Corporate Management Board, and the Resource Manager, in ensuring the Council delivers on its priorities. You will work with a strong, dynamic and diverse Executive Leadership Team to develop a clear alignment between strategy and delivery. Strong leadership, an understanding of commercialism and the ability to drive continuous improvement, with an emphasis on performance management is key to these roles.

About You

You will have significant experience of leading an environment function (Environmental Health/Sustainability/Climate Change etc) and have a relevant professional qualification (for example, CIEH, CIEEM etc). Experience of overseeing development of commercial initiatives or leading organisational initiatives is desirable.

You should be able to demonstrate a strong understanding of the business planning process and experience of successfully leading and managing teams in a multi- disciplinary setting. Our staff are the reason for our success so experience of staff development, such as coaching and mentoring others is essential, as is experience of oversight and management of budgets.

Demonstrable experience of translating strategic objectives to clear deliverable targets is required. You will be required to lead and develop managers and demonstrate an ability to persuade others at all levels of the organisations. Strong IT and communications skills are a must, as is a strong customer focus.

Good technical knowledge of one or more service areas is desirable and a good sense of humour is essential.

We are a diverse and talented team and as an employer we are committed to supporting and developing all our staff and creating a culture that is inclusive, innovative and enjoyable.  We offer excellent opportunities for continuous professional development and support our staff in maintaining a good work life balance through our innovative flexi-time system and wellness plans.

If you are excited by this opportunity and feel you have the skills and experience we are looking for, we would love to hear from you.

We offer a good range of benefits and facilities which include:

  • 30 days annual leave (full time)
  • Local Government pension scheme (defined benefits scheme)
  • Confidential Employee Advice and Support Programme
  • Flexible Working Scheme and the ability to accrue 2 additional days flexi leave a month
