The Public protection team at Norwich city council is a multidisciplinary enforcement team covering the fields of private sector housing, nuisance, air quality, contaminated land, enviro-crime, PPC permitting and licensing.

We are looking for an individual with experience of working in a fast paced local government housing enforcement environment. Ideally you will have experience of Houses in Multiple Occupation and the application of HHSRS as well as court or tribunal experience. You will have excellent communication and interpersonal skills and be confident working with landlords, agents and tenants as well as a range of related agencies. We are looking for a highly motivated officer with either relevant enforcement experience or completion of the Chartered Institute of Environmental Health’s (CIEH) assessment of professional competence.

The City has a large private rented sector with over 14 thousand privately rented homes. Some 20 percent are estimated to have a category 1 hazard. You will work to improve the condition and management of properties, investigating poor housing conditions using the HHSRS and other housing enforcement legislation. Duties include HMO inspections; investigating and responding to complaints in relation to housing conditions; providing advice; service of notices; issue of civil penalties and prosecutions where necessary. We offer flexible working and also relevant training courses.

Norwich is a city with a rich character all of its own, with an inclusive atmosphere, compact enough to make you feel at home but with a vibrant cultural scene. We also have charming countryside on our door step which includes the unique Norfolk Broads and the natural beauty of the North Norfolk Coast. This is the perfect location for anyone wanting the work/life balance with house prices lower than the national average and rail links to London.
