The London Borough of Newham has the largest private rented sector in England with over half of Newham households (60,000) depending on private landlords for their health, safety and welfare. In response to these circumstances Newham became the first authority to adopt an authority wide landlord licensing in 2013, with nearly 40,000 homes aligned to one of the licensing schemes.

About the Job

The Private Sector Housing (PSH) Operations Manager plays a key role improving the overall quality, safety and choice of housing accommodation, whilst supporting tenants and landlords to identify appropriate intervention strategies where necessary. Deputising for the Head of Service, the role provides strong leadership and direction on private sector housing issues, in line with Newham’s vision and corporate strategy – putting people at the heart of everything we do.

As a key member of the management team, the PSH Operations Manager is effective in creating, developing and supporting collaborative working across the Council, whilst coordinating a strategic approach to private housing issues and service activity.

The PSH Operations Manager also acts as an expert auditor and has management responsibility for technical and field-based operations across the following areas:

  • Management of Team Leaders and technical functions
  • Operational activity in relation to property licencing and delivery of outcomes
  • The Housing Health and Safety Rating System
  • Legal enforcement action (including imposition of financial penalties and orders)
  • Housing advice
  • Energy Efficiency
  • Empty property activity
  • EWS/Cladding

About you

Demonstrating strong experience in either Housing, Environmental Health, Property Licensing, Housing Law, Project Management, Construction or similar services; we are looking for a talented leader who brings extensive knowledge and experience of private sector housing within a local government setting.

With proven examples in implementing improvement initiatives in the field of housing and health, you will have an appreciation of the sociological, demographic and geographical demands of inner-city Boroughs, particularly in the current climate.

Inspiring innovation and partnership working, you will be able to lead, develop and direct policies to enhance and maintain service delivery. Displaying a collaborative management style with the ability to engage, motivate and drive teams to achieve positive outcomes for all, you will have experience managing performance of staff, setting targets, goals and objectives.

To be successfully shortlisted for the position, you must be able to evidence the following within your application:

  • Expert knowledge of private sector housing and renewal issues and ability to develop and implement comprehensive improvement strategies.
  • Expert understanding of the relevant housing legislation and the legislative framework in related areas like finance, enforcement and planning.
  • Proven track record of management experience at a senior level.
  • Significant practical experience of delivering strategies and services to address private sector housing issues.
  • Financial planning and budget management skills with substantial budgets and business management skills.
  • Project management at a senior level.
