We are looking for a Business Manager to lead a range of dynamic Regulatory Services in one of the UK’s major growth areas.

Swindon is one of the UK’s fastest growing towns. We have ongoing investment of over one billion pounds in town centre regeneration, and 14,000 new homes provided for in new communities to the north, south and east of the town. 

This growth brings with it an increased focus on a range of services that facilitate activities through regulatory frameworks, including the full range of licensable activities such as Sports Ground safety, events, premises and taxis; trading standard; enforcement; building control and land charges. We have a fantastic new opportunity for a Business Manager to lead the Council’s Regulatory Services through a diverse agenda with a focus on maintaining and improving standards and performance to deliver quality sustainable solutions for Swindon. 

The Regulatory Services Business Manager will effectively and confidently, strategically manage the Council’s Regulatory functions driving service improvement within a fast-paced and demanding environment.

As the Business Manager, you will collaborate with Directors, Heads of Service and other key stakeholders to help shape and manage the organisation’s development whilst ensuring that Regulatory Services are carried out in a joined up, efficient and effective manner.

The successful candidate will be a sound negotiator with a proven track record of innovative and quality service delivery. This should be focussed improving process through performance metrics and supporting staff to achieve challenging objectives. An understanding of Regulatory Services is necessary, supported by a degree or post graduate qualification of relevance to the business. The need to demonstrate Management and\or leadership through a qualification and action is essential, and a track record of Project Management is also required.

The postholder will lead on all strategic aspects of the Council’s Regulatory Services with responsibility for relevant Committees and other Council meetings, overall budget management, performance and staffing. The postholder will work with relevant service specialists and external partners to drive initiatives and improvement, and be proactive in using Regulatory Services to deliver corporate priorities, including the regeneration of Swindon’s Town Centre.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act – for the effective performance of a customer-facing role), and be able to undertake site visits. Occasional out of hours working is expected.

Experience of operating in a similar role in a Local Authority environment will be an advantage, as would experience of working with local politicians, and other strategic and local partners in delivering innovative and effective services.
