Dover District Council has an exciting but challenging opportunity available for an experienced person to work within our busy Private Sector Housing Team. You will be working on a full-time basis and in return receive a competitive salary, generous flexible working hours, free membership of Benenden Health plus car user allowance.

The Dover District is steeped in history, with the iconic White Cliffs of Dover, several castles. As well as the coastline, the District has wonderful countryside, lush valleys and beautiful parks and gardens.

Main Duties

As part of a small team the main duties for this post include the ability to effectively carry out inspections of residential properties, including HMO’s and dwellings in accordance with the Housing Health & Safety Rating System (HHSRS) and to take appropriate enforcement action in each case to bring about a satisfactory conclusion. We deal with the full range of private-sector issues including, HMO licensing, empty-homes, Disabled Facilities Grants and Loans.

Dover District Council has an active policy in enforcement and was the first Kent Council to have an enforcement policy on penalty charges under the housing Act 2004 and to make a Banning Order. The postholder will contribute to the improvement of private sector housing conditions in our district through housing enforcement and HMO licensing.

The role is demanding and will require you to take personal responsibility for a wide and varied caseload and perform with a high level of professionalism. You will advise and support other officers when taking formal enforcement action, prosecutions and the issuing of Civil Penalties.

You will need a good understanding of building construction, housing law and private sector housing issues and be a confident and self-motivated professional with strong customer focus and excellent communication skills and IT skills. You must have a full driving licence and the use of a car for which an allowance is provided. 

Essential Requirements

  • You should be educated to degree level and ideally a graduate member of the Chartered Institute of Environmental Health.
  • You should have at least two years previous experience in private sector housing work, excellent working knowledge of housing legislation and private sector housing issues and will be a confident and self-motivated professional with excellent communication skills.
  • A full UK driving licence and access to a car is also essential.
