Grade 7, £33,782 - £37,890 per annum
Overall Job Purpose:
To provide specialist knowledge of Environmental Health legislation, enforcement expertise and support/guidance for other officers within the Environmental Health Section.
To enforce Environmental Health legislation and to undertake specialist enforcement duties in a designated area of the department’s activities. To ensure that departmental objectives and targets are met.
To comply with the Local Authority’s Corporate Safeguarding Policy and the safeguarding duties and responsibilities which that policy places on every employee, aligning with the core values of the Authority which includes supporting children, adults who may be at risk and their families to keep them safe and healthy.
Principal Accountabilities / Key Tasks:
1. To maintain competence and demonstrate CPD in accordance with professional standards & statutory requirements. Also to act as a mentor for officers undertaking professional qualifications and where necessary undertake the role of mentor for portfolios of evidence
2. To carry out complex/high level investigations, risk based inspections, testing and other such duties to enforce full range of Environmental Health and allied legislation.
3. Investigate consumer and trade complaints and give advice to consumers, manufacturers and traders on legislation where necessary, including technical and legal advice.
4. To supervise officers within the Environmental Health Section, providing enforcement expertise and support in relation to enforcement activities & take a lead role in projects.
5. To be responsible for planning workload and ensuring efficient deployment of resources within the Environmental Health Section to ensure effective service delivery and to implement all Corporate and Directorate Policies and Procedures.
6. To contribute to the planning and delivery of work within the Environmental Health Section and Regional Cross Border Collaborative Projects so as to ensure that the objectives and performance targets specified in the Environmental Health Service Plan are met.
7. To support the intelligence led approach and collaborative working, through identifying, recording, coding and disseminating relevant intelligence of possible interest to any Public Protection or other law enforcement Agency throughout the EU.
8. To have sole responsibility for making enforcement decisions in the field such as serving statutory notices, formal sampling, product seizures/detentions & prohibition notices.
9. To take a lead role and develop expertise in relation to an area of Environmental Health enforcement and represent the authority in relation to area of expertise at a regional/national level.
10. To prepare reports on incidents for consideration by Management and attend tribunals, public hearings and criminal court to give expert evidence in proceedings where necessary.
11. To provide evidence as an expert witness, as recognised by the courts, in criminal proceedings in relation to environmental health legislation, where necessary.
12. To contribute to the planning and implementation of the Section’s operational policies and programmes, including supervising other staff.
13. To liaise with other parties/organisations whose duties impinge upon the work of the Environmental Health Section.
14. To participate, as required, as a member of working groups, project teams etc. within and between directorates, and to represent the Council in meetings with outside bodies established to address projects/issues and/or improve services within the environmental health field.
15. To develop and maintain Primary Authority relationships and provide advice/guidance in accordance with BRDO legislative procedures.
16. To provide operational support to other teams/sections, within the Public Protection service, as required.
17. Ensure full compliance with all relevant County Council policies and procedures (e.g. EU Procurement and the Council’s Financial Regulations; Data Protection Act; Freedom of Information; Equalities Act 2010; Welsh Language Standards).
18. Comply with the local authority’s Corporate Safeguarding Policy and the safeguarding duties and responsibilities which that policy places on every employee, aligning with the core values of the Authority which includes supporting children, adults who may be at risk and their families to keep them safe and healthy.
19. The post-holder may be required to carry out any other responsibilities as appropriate with the nature of the post and its grade.
