An exciting new role has just opened up with one of my clients based in West London. They are recruiting for an Emergency Management & Response Manager to be the expert lead and source of advice on emergency planning to Members and Chief Officers and be the strategic advisor to corporate management in response to any civil emergency.
Duties
Selection, development and performance of the Emergency Management and response team.
Provide leadership in the area of Emergency Management and Response Service to
ensure that the highest quality services are provided to the citizens of the Council with
resources available.
Undertake regular meetings with managers to discuss service provision and
opportunities for the implementation of service improvements.
Proactively seek feedback on services provided and use this information to
review and improve service provision.
Establish effective and positive working relationships with government, London,
regional and national forums, regulatory bodies and local partnerships.
Be the principal adviser on Emergency Management and Response matters to the
council (Members and Officers), including providing advice on the most effective
Emergency Management and Response management arrangements at corporate, group
service and partner level.
Ensure that the Council maintains a cohort of trained
Emergency Response, Emergency Control and Gold officers that provide the
resilience and response to any Emergency 365 days a year.
Establish and support close working partnerships with other stakeholders, including the
emergency services, police, London Fire and Civil Defence Authority, to ensure effective
co-operation during times of civil emergency.
Regularly review the council's emergency related strategies, policies, plans and
procedures.
To take responsibility for the effective management of the allocated department/
service budget as appropriate.
Manage the Emergency Management and Response audits associated resources
(capital and revenue) in an efficient, effective and economic manner. Identify and bid for
investment opportunities, as appropriate.
Organise and maintain the Council's Emergency Response arrangements, ensuring they
are effective and kept current. Audit, review and recommend to the Council the
reorganisation of those arrangements so they both meet the Council's current legal
obligations and reflect current best practice.
Requirements
Relevant emergency planning qualification or equivalent
experience
Membership of the Emergency Planning Society (desirable)
UK driving licence or equivalent and use of own vehicle.
Experiencing of successfully managing and leading staff
Up to date knowledge and understanding of Civil Protection
Sound working knowledge of the main legislation affecting a local authority
service, with regards to Emergency Management
Working knowledge of the operational, strategic and Health &
safety issues affecting a Local Authority Emergency
