Private Sector Housing Technical Officer

The post holder will join a team who are responsible for delivering the Councils statutory functions in respect of the regulation of housing standards and dealing with the detrimental impacts of long term empty homes. This includes the licensing of 500 to 1000 HMOs, responding to up to 700 housing condition complaints, serving 400 enforcement notices, prosecutions, dealing with approximately 3000 empty homes and dealing with 4500 properties that do not meet minimum energy efficiency regulations.

The role holder is responsible for the effective delivery of their specialist work area, in this case Housing Conditions.

The post holder has a wide remit of protecting the health, safety and welfare of occupiers in rented accommodation including the most vulnerable members of society.

The role holder will deal with complex enforcement cases including for example undertaking interviews under caution, prosecutions, enforced sale of properties, and Banning Orders.

Interviews are to be held week commencing 7th October 2019.

This position will be subject to a standard criminal record disclosure check.

This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies.

About you

You will hold a Degree in Environmental Health, Planning or other relevant area and Certificate of Registration with the Environmental Health Registration Board (EHRB) or be working towards Chartered Status through the newly created CIEH route, Royal Town Planning Institute or equivalent.

You will have experience in Private Sector Housing and be able to demonstrate competence in the application of HHSRS and use of appropriate enforcement tools. Consideration will be given to applications from newly qualified officers should they be able to demonstrate a good level of knowledge, understanding and practical application.

You will have an ability to prioritise effectively and be able to work with efficiency and attention to detail is essential. You should be committed to delivering excellent services and maintaining effective relationships with other officers, members and other key stakeholders/partners drawing upon good communication, negotiation and mediation skills.

You will also need the confidence to deal with challenging or difficult situations and to work effectively with other authorities and agencies.

Computer literacy is essential and a working knowledge of IDOX Uniform would be desirable (though training will be provided).
