Maldon District Council is seeking to employ a suitably qualified and experienced Environmental Health Officer - Environmental Protection and Private Sector Housing Regulation to join our busy Environmental Protection team.

This diverse and challenging role provides a great opportunity to make a real difference to people’s health and well-being.  The post holder will complement our existing multi-skilled team, dealing with public health, nuisance, pollution control, private sector housing enforcement and provide professional and technical advice and support to the Council’s Planning Service.

We are looking for a confident and organised individual who holds a Degree or Diploma in Environmental Health (EHORB registered).  The post holder will be technically competent in the field of Noise and Contaminated Land and ideally have experience in responding to Major Planning Applications and Private Water Supplies.

The post holder will be expected to undertake the vast majority of work under his/her own initiative and provide technical expertise and decision making in all aspects of the role, including taking formal action where applicable. Part of the role involves providing technical support to other members of the team.

About this role

The post holder will work as part of a small team of Environmental Health specialists.

•           Predominately entails provision of a statutory function within the Council across environmental protection and private sector housing functions.

•           To deliver a professional response to service requests, routine inspections and investigation of complaints, keeping appropriate records and taking appropriate enforcement action.

•           Corresponding with duty holders and other interested parties and providing advice on good practice.

•           Provide technical expertise through consultation responses on major and minor planning applications and all licensing matters.

•           The post holder should have good knowledge of dealing with Contaminated Land, Acoustics and Private Water Supplies.

The dimensions of this role are extensive and demanding. The service currently deals with approximately 800 – 1200 service requests annually across the whole range of environmental health functions. The service is also responsible for a number of routine inspections including industrial installations, caravan sites, houses in multiple occupations and private water supplies.

The role also involves giving professional advice to Planners on planning applications where there are environmental health implications that can either be controlled by planning conditions or would justify refusal. Attend and give evidence at Committees and planning appeals where necessary.

The successful candidate will also need to liaise with Licensing on applications submitted under the Licensing Act 2003 and attend Licensing, Appeals and Committee meetings.  He or she will also need to attend relevant tribunals and court hearings as required by the functions of the post.

The Officer will be expected to consistently and professionally apply all policies and legislation relating to environmental protection and to maintain a high level of competence within a specialist area.  This will also involve contributing towards policy development, strategy, reviewing adequacy of procedures, training, giving advice and support to other Officers and generally acting as the ‘lead’ Officer where required.

As with any post of this nature, there is an expectation that from time to time the Officer will carry out such other environmental health duties as the Lead Specialist (Community) may require, including work outside of normal office hours.
