Oxfordshire County Council’s Trading Standards Service is embarking on an exciting and challenging project, which aims to improve standards in the domestic letting and homes sales market so that consumers are protected when buying or renting homes in Oxfordshire.

We have a range of powers and responsibilities regarding the marketing of properties for let or for sale. Working with a diverse range of partners, we want to make sure that consumers get to make informed choices, are protected from rogues and have access to good quality housing, while protecting the majority of agents and landlords who want to do the best they can for their customers and tenants.

Our new project leader will bring together skills, knowledge and competence across a range of professional disciplines, such as Trading Standards, Environmental Health, Housing and other regulatory services to make a significant difference in improving housing outcomes in Oxfordshire.

You will be responsible for leading this ground-breaking project by devising appropriate policies and procedures, training other professionals and putting plans into action. This will include work to implement new legislation affecting letting agents, minimum energy efficiency standards and the use of civil penalties; along with enforcement action, where appropriate.

Whilst this job is based within a Trading Standards Service, we very much welcome applications from those who come from different regulatory backgrounds with experience of working in the housing sector.

To join us in this role you will have either a degree in environmental health, housing or a related building discipline and will have experience of regulatory matters in the housing sector. Alternatively, you will have a trading standards qualification (DTS, DCATS or similar) and will have experience of housing issues from a trading standards perspective.

You will have a detailed knowledge of criminal and civil enforcement procedures, including a good working understanding of RIPA, PACE, CPIA. You will be an excellent communicator, comfortable with face to face as well as written interactions. You will have strong organisational skills including good project and time management skills and the ability to deal with multiple workstreams and tight deadlines. You will be a strong team player but will also be able to work with minimal supervision. You will understand risk assessment and management, as well as intelligence led enforcement. You will be sensitive to local, regional and national issues.

Essential Criteria:

Qualifications and experience

  • Degree in an environmental health, housing or building discipline (or an equivalent qualification) or
  • Diploma in Trading Standards (DTS) (or equivalent), or
  • Diploma in Consumer Affairs (DCA), or
  • Diploma in Consumer Affairs and Trading Standards (DCATS), or
  • Core Skills in Consumer Affairs and Trading Standards (CSCATS) and 3 additional modules from the Trading Standards Qualifications Framework
  • Detailed knowledge of legal controls and Codes of Practice governing law enforcement (i.e. PACE, RIPA, CPIA, etc.)
  • Knowledge of and ability to write good quality, professional business letters
  • Experience of and ability to write good quality reports for internal management use, sharing with partners and stakeholders and legal cases
  • Knowledge and ability to use Microsoft applications including Outlook, Excel, PowerPoint
  • Proven and wide-ranging experience of investigating complex legislation breaches and of preparing case files

Qualifications and experience

  • Proven experience of environmental health housing or other regulatory work in the housing sector
  • Experience of working for other enforcement agencies
  • Experience of using bespoke enforcement / intelligence databases relevant to the role
  • Experience of planning enforcement activity to meet legal and stakeholder requirements
  • Experience of working in a legal or regulatory environment.
  • Project management experience
