Team Manager - Residential Property

Hays is delighted to be working in partnership with Epping Forest District Council (EFDC) to recruit a Team Manager for the Residential team. 

EFDC are in the process of changing how they think about service delivery in the future and this role is a key part of that process. The district is facing an unprecedented period of growth, which will bring changes in demographics, in the types of services required and, in the ways, people access those services.

As the Team Manager you will be responsible for Private Sector Housing Enforcement and Grants, including the Council’s in-house Home Improvement Agency C.A.R.E. The teams are driven to improve the quality of private sector housing for the residents within Epping Forest District. 

The role will be varied, covering an interesting workload of all aspects of private sector housing. The enforcement element includes investigation of property defects and enforcement of Housing Act legislation and HHSRS, HMO licensing, caravan site licensing, empty properties, filthy and verminous cases, public burials and more. You will also be responsible for managing the Grants Team and the Council’s in-house Home Improvement Agency (CARE), controlling the Better Care Fund and Housing General Fund budgets to ensure that the most appropriate assistance, improvements and adaptations are provided for our residents to enable them to live safely, comfortably and independently at home. The Environmental Co-ordinator role also sits within the team with a remit to work with internal and external partners to promote and manage energy efficiency, environmental sustainability and fuel poverty initiatives within the organisation and the wider community.  

You will support the Service Manager in driving forward innovative and creative initiatives that reflect the Council’s priorities and values, whilst leading the operational team. You will also work collaboratively across the Council and in partnership with a range of external stakeholders, in particular private landlords, contractors and residents. 

To be successful in this position, you need to have a qualification in Environmental Health and previous experience within Technical Enforcement and Grants and Care. You will have good problem-solving and communication skills, an ability to work under pressure and good technical and legal expertise on private sector housing issues. You will also need to demonstrate evidence of personal development and leadership, with a management qualification or training. A full driving licence is essential, and you will require access to a vehicle for work purposes. As part of the interview process you will be assessed on how you embody the Council’s core values and behaviours.
