Winchester City Council seeks to recruit a committed and enthusiastic individual to join our Private Sector Housing team to assist with the upcoming extension of Mandatory HMO Licensing.

This is a key role within the Private Sector Housing team, primarily dealing with the licensing of Houses in Multiple Occupation and property complaints. This will involve processing HMO licence applications and carrying out inspections both for new applications and at the renewal stage. Dealing with a wide range of situations and partners, you will negotiate for informal solutions to property complaints and deal with the service of enforcement notices, and, where appropriate, attend court along with legal representation on behalf of the council.

You will have experience of the assessment of property standards using the HHSRS and the Housing Act 2004, and in particular the assessment of HMOs, and of making appropriate decisions regarding enforcement action where necessary.

The role will demand a sound knowledge of Housing legislation, enforcement procedures and casework, HHSRS and guidance.

The successful applicant is likely to have worked in a local authority private sector housing setting and will be able to demonstrate good knowledge and experience of associated statutory and regulatory functions.

This post is subject to a DBS clearance and you must be able to meet the travel requirements of the post.
