Buckingham Futures have an excellent opportunity in North London for a Regulatory Services Group Manager. This role offers a unique opportunity to gain experience in an expanding Environmental Health Consultancy service and Environmental Protection regulation.


Job Purpose

To support the Service Director - Regulatory Services and the Management Team in the delivery of Regulatory Services functions, specifically leading on one or more of the subject areas of Food and Health & Safety, Private Sector Housing, Scientific Services or Community Protection (Regulation). This involves overseeing and coordinating key resources of professional and technical staff, and in supporting the Regulatory Services Management Team in the delivery of work programmes


Key Responsibilities

  1. Leadership and management
  1. Ability to work at a senior level and with a high degree of autonomy
  1. Represent the company and the council and promote the Regulatory Services objectives in a wide range of forums
  1. Influence the shape and direction of the company and the council’s Regulatory Services work, acting to provide added value by providing constructive challenge to the delivery of the authority’s work programmes and projects
  1. Line manage and provide leadership, support and advice to a team providing professional and technical Regulatory Services, undertaking regular one-to-one meetings with staff as appropriate
  1. Matrix manage a number of internal and external staff members including consultants and service based officers in project teams, as required
  1. Lead and manage effectively to ensure high quality, professional resource utilisation and service delivery standards across the service area
  1. Ensure that the service area’s work programme supports and delivers corporate goals and objectives
  1. To be responsible for the achievement of allocated service key performance indicators


Service area responsibilities and accountabilities

  1. Provide specialist Regulatory Services advice within the company and the Authority as required
  1. Ensure a timely and efficient service within the service area(s) allocated
  1. Manage income and report on profit and loss as required
  1. Originate reports and prepare and evaluate statistical and other information
  1. Undertake the enforcement of legislation and exercise powers as required
  1. Prepare and deliver publicity campaigns and educational and preventative work, as required
  1. Provide evidence at legal proceedings and other quasi-judicial hearings
  1. Authorise statutory action in accordance with delegated powers
  1. Liaise with, and advise, a range of internal and external organisations and clients on matters affecting the service area, including Government Departments, the media, and members of the public
  1. Ensure that adequate arrangements exist for dealing with emergency situations and for carrying out emergency planning.  Participate in the emergency standby system as required
  1. Initiate, develop and implement changes in procedures, systems and operational strategies to maintain efficiency and effectiveness
  1. Lead on business cases and work proactively to ensure that business growth initiatives are both developed and delivered
  1. Work to maximise revenues wherever possible and be responsible for achievement of allocated business plan financial targets
  1. Deputise as required for the Service Director



Performance management

  1. Lead and coordinate Service area input into corporate activities e.g. corporate plan updates
  1. Develop, maintain and deliver the team’s business plan and work programme plan
  1. Input into corporate plan and co-ordinate updates to the corporate plan monitor and regular updates
  1. Liaise with the council’s Governance Directorate to manage the publication of committee and delegated powers reports


Essential Skills

  1. Fully qualified Environmental Health Practitioner, EHORB or EHRB registered and eligible for Voting Membership of the CIEH, or fully qualified Trading Standards Officer, registered with CTSI
  1. Experience of delivering work programmes on time and within budget, and in accordance with performance indicators. Experience of providing performance data and information in a clear and concise form. Ability to be able to review and maintain performance levels to required standards
  1. Excellent interpersonal and negotiation skills
  1. Experience of a variety of effective communications techniques
  1. Political awareness and the ability to deal confidently with elected Members
  1. Competent user of Microsoft Office specifically Word, Excel, PowerPoint, Outlook and Environmental Health data management systems, specifically Idox Uniform
  1. Demonstrable experience of delivering services in a commercial environment is desirable
  1. Has proven competence in identifying the need for improvement and bringing about the necessary changes
  1. Maintain effective working relationships with colleagues in order to maximise the benefits of project implementation
  1. Has good business awareness and ability to use this in order to support business development
  1. Strong interpersonal skills and able to challenge, support, influence and engage management and peers
  1. Able to demonstrate the tools and techniques of effective project delivery
  1. Is competent in the use of a range of tools to ensure project quality and delivery
  1. Able to communicate effectively with colleagues and customers at all levels
  1. Has proven excellent team working skills
