1-year fixed term contract, with possibility of extension subject to continuation of funding. Secondments will be considered

You will be based within the National Trading Standards Estate & Lettings Agency Team. The National Trading Standards Estate & Lettings Agency Team is a government funded team jointly hosted by Powys County Council & Bristol City Council.

Bristol City Council has recently been appointed as the Lead Enforcement Authority (LEA) under the Tenants Fees Act 2019 where these posts will be allocated and represents a fantastic opportunity to help build a team in an expanding area of regulation.

The LEA covers the whole of England, so a highly flexible approach to work is will be required as deployment throughout the country is likely. The posts will be based remotely with a requirement for extensive travel and frequent overnight stays.

We are inviting applications from persons with the ability to effectively work from home, with the willingness to travel widely.

With a strong team ethic, you will possess the necessary skills and experience to work independently and without supervision for long periods.

As a confident communicator you will be skilled in developing relationships with partner agencies, delivering training to an audiences along with the ability to help develop our intelligence understanding of the sector.

You will be expected to undertake the full range duties associated with the LEA:

  • To assist with oversee the operation of the relevant letting agency legislation
  • To issue guidance & training to enforcement authorities about the exercise of their functions under the Act
  • To provide information and advice to the public about the operation of the relevant letting agency legislation
  • To disclose information to a relevant authority for the purposed of enabling that authority to determine whether there has been a breach of, or an offence under, the legislation
  • To keep under review and from time to time advise Government on developments in the lettings sector
  • The lead enforcement authority may exercise any powers that a relevant authority may exercise for the purpose of enforcing the relevant legislation

Officers in the team will be authorised to act on behalf of Bristol City Council and Powys County Council, so may be involved in work on behalf of Powys in respect of its role as lead enforcement authority for estate agency work in the UK.
