About us

East Devon is independently recognised as an outstanding place and so it follows that its council must also strive to be outstanding.  Everything we do is aimed at ensuring that East Devon is a place that people want to live in, work in, visit and enjoy.  Our ambition is to be an outstanding council which works together with local people to create great value services and an outstanding community, economy and environment for East Devon, now and for future generations.

About the role

An exciting opportunity has arisen within our Private Sector Housing team for a Technical Officer.  In this interesting and varied role, you'll be responsible for, and lead on the delivery of our Empty Homes Plan, investigating our long term empty homes and bringing them back into use.

You’ll also help and support the team to deliver our HMO licensing scheme and enforcement of housing standards which will include investigating and data analysis, preparing documentation, gathering evidence for legal proceedings and liaising with external bodies as required.

About you

With a good standard of education, you'll have a BTEC/NVQ Level 4/Diploma (or equivalent qualification) in an accredited environmental health course or related subject, including attainment of professional examinations.  You’ll also have practical experience of working with Empty Homes owners to bring these properties back into use.  Experience of working on project delivery and current knowledge of Private Sector Housing enforcement will also be essential.

You'll be a confident communicator and highly organised, with the ability to effectively prioritise your own workload and remain calm under pressure.  You must be able to work on your own initiative and as part of a team, and have good attention to detail, particularly as you will be working within a busy office.

A driving licence is essential to this role as you'll need to travel as required (reasonable adjustments may be possible according to the Equality Act).
