Environmental Health Officer / Private Sector Housing Officer
Our client in Surrey is recruiting for an Environmental Health Officer / Private Sector Housing Officer to investigate and take action to deal with rogue landlords. Improve the condition and management of properties currently operated by rogue landlords and ensure their tenants can live in properly maintained, well managed accommodation that is not overcrowded as well as investigate complaints from the private rented sector regarding housing conditions and enforce where necessary using the Housing Health and Safety Rating System (HHSRS).
Main Duties & Responsibilities
- Respond to enquiries regarding private sector housing from members of the public, other Council directorates and external organisations. Investigate complaints and give advice and information as required.
- Ensure that tenants of rogue landlords are aware of their rights and are encouraged to come forward for support and advice.
- Identify and undertake inspections of Houses in Multiple Occupation (HMO) using the Housing Health & Safety Rating System (HHSRS) to identify disrepair, means of escape in case of fire and management standards. Prepare the appropriate notices and licence documentation in accordance with housing legislation.
- Undertake inspections in private housing using the Housing Health and Safety Rating System (HHSRS) to identify deficiencies in habitation, causes of disrepair and overcrowding. Prepare schedules where necessary which set out works required to bring properties up to statutory and council standards.
- Take action where necessary to ensure compliance with relevant legislation, including the preparation and service of statutory notices, orders and demands in accordance with prescribed forms and procedures.
- Establish, maintain and develop partnerships to ensure effective joint working towards targets and priorities. Work with multi-agency partners to secure working protocols in order to deliver project outcomes.
- Identify properties operated by rogue landlords and gather intelligence about their operation by working closely with other Council services, the Police and partner organisations.
- Co-ordinate multi-agency inspections of the properties identified and take enforcement action where appropriate to ensure they are brought up to standard, licensed as necessary and managed correctly.
- Work with relevant services to ensure a co-ordinated response to complaints from tenants living in rogue landlord properties.
- Establish how properties operated by rogue landlords are promoted and accessed and understand the demand for these properties to inform awareness campaigns.
- Assist with promoting, operating and delivering the Dorset Register of Accredited Landlords and other private sector housing promotional activities.
- Assist in preparing evidence and testimony in accordance with Police and Criminal Evidence Act (PACE) and other relevant legislation.
- Undertake awareness campaigns for vulnerable tenant groups to inform them of their rights and to raise awareness of issues associated with rogue landlords and their properties.
- Assist in preparing prosecution papers and give evidence at Magistrates Court in the formal enforcement of statutory notices.
- Improve links with local employers of migrant workers to improve awareness of rogue landlords and promote their involvement in encouraging tenants in poor housing to come forward for help.
