Harrow Council is the 12th largest London borough by area and one of the most culturally diverse local authorities in the UK, making it a great place to live, work and visit. Located 10 miles from the city centre and just 13 minutes to Euston from Harrow & Wealdstone station there are great transport links via the Metropolitan Line, Watford DC Line and national rail service. Community is one of the three Directorates within Harrow Council, delivering universal services to all sections of the community such as street cleaning, waste & recycling, parks, highways infrastructure, civil engineering, traffic and transport, public protection, community safety, housing, and property.

This is a fantastic opportunity for a Head of Environmental and Waste Strategy to join the Environment and Culture Division within the Community Directorate. Reporting directly to the Divisional Director, Environment and Culture the post holder will be responsible for delivering the strategic and technical imprint of a range of services across the division and lead on major programmes, projects and strategic partnerships. This will include managing budgets, taking responsibility for the West London Waste Partnership and managing staff performance, disciplinary, absence, grievance and change issues.

To be successful in this role you would need to have the following skills & experience:

  • Extensive experience  in developing and implementing strategy relevant to environmental services and management of budgets, within a medium or large organisation
  • A working knowledge of relevant Environmental Legislation and Approved Codes of Practice and their impact on staff and members of the public
  • Comprehensive understanding of relevant Health, Safety & Welfare Legislation and approved Code of Practices and the impact on staff and members of the public
  • Working under pressure and to strict deadlines in a demanding environment
  • Able to demonstrate a high standard of written and verbal communication skills, including report writing and presentation skills
  • Ambitious about what's possible, challenging the status quo and ready to step up and accept a challenge.  Ability to make brave decisions to achieve success, delivering on promises and inspiring others to 'Think Big’
  • Builds strong, effective relationships across the organisation, sharing their knowledge and breaking down silos.
